An Update from the Manufacturers Liaison Committee (MLC):
As IATTI’s primary link to vehicle manufacturers and aftermarket suppliers, this dynamic group has been meeting monthly to
discuss emerging vehicle theft methods, successful countermeasures, common security concerns and to foster a powerful
network to combat vehicle crime.
Our growing committee now consists of representatives of the following organizations: Fiat Chrysler Automotive, Jaguar Land
Rover, Toyota, Polaris, Ford, VRSS, NICB, Iowa State Patrol and GM.
In April, we drafted a resolution in support of vehicle marking practices (secondary VIN markings, component labeling,
aftermarket parts marking and VIN traceable marking of next-generation electric vehicle components) that can be critical in
identifying a vehicle or stolen components. At a recent MLC conference call, a member spoke of a company considering
removal of secondary vehicle ID stampings as a cost-savings measure. Our team chose to draft a resolution by IAATI in defense
of vehicle marking and in keeping with IAATI’s role as global experts in vehicle crime deterrence and investigation. We asked
the newly-formed Vehicle Identification Committee to provide valuable insight on content for this document – and our first
jointly sponsored resolution was born. Approved by the IAATI Board on May 14, this important statement will help
manufacturers and aftermarket suppliers justify the continuation of these practices when every expense understandably sees
scrutiny.
Our committee had planned a Manufacturers Panel for our Chicago conference to stimulate dialogue between IAATI members
and MLC panelists. We’re now looking into options to conduct such a panel virtually, and we’ll certainly plan on this event at
the upcoming 2021 conference in Denver.
With this in mind, please help us continue to spread the word to vehicle manufacturers and aftermarket suppliers about IAATI,
this committee and its activity. With your invaluable assistance, we can recruit important corporate partners in the increasingly
challenging fight against vehicle crime.

Resolution
Whereas the International Association of Auto Theft Investigators (IAATI) is a worldwide association of law enforcement personnel,
insurance investigators, vehicle manufacturers and other related business members representing 58 countries with over 3,000
members; and
Whereas IAATI is an acknowledged authority on vehicle theft methods and countermeasures, theft deterrence, investigation and
recovery of vehicles stolen and used in criminal acts; and
Whereas the vast majority of all criminal investigations involve a motorized vehicle, which must be accurately identified; and
Whereas the identification of vehicles or vehicle components (such as catalytic converters, wheels, airbags, infotainment systems,
etc.), where the identification marks thereof have been destroyed or otherwise modified to conceal or change their identity, is a crucial
and time-saving step for investigators with limited resources; and
Whereas the public VIN label, used predominantly by many inspecting officers to identify a vehicle, may be modified with intention to
defraud, making essential the inspection of other reliable identifying features. Accordingly, the removal, alteration or defacing of these
vehicle identification markings is a violation of law in many jurisdictions; and
Whereas the permanent or stamped marking of vehicles and components with identification information containing or traceable to the
VIN of the vehicle may be instrumental in the identification of vehicles involved in arson, bombings, terrorist acts, hit and run
accidents, and other unusual circumstances.
Therefore, be it resolved that IAATI highly encourages, in accordance with established standards, the permanent marking by vehicle
manufacturers of a secondary VIN, visible serial numbers of major components traceable to the VIN, digital serial numbers of
electronic components traceable to the VIN, digital storage of the VIN within electronic components, labels displaying the VIN,
traceable serial numbers or digital representations thereof, and similar methods; and
Further, be it resolved that IAATI highly encourages, as an additional layer of security and in accordance with established standards,
the aftermarket application by authorized suppliers of vehicle and component/part markings on vehicles and/or components otherwise
not marked by the manufacturer, or in addition thereto, as listed above.
